How do I take off whirlpool jets that were painted shut?

I moved into a house where the owners precedents have (stupidly) painted the bath tub, and as a result, the jets are painted shut. Does anyone know how to solve this problem, or what I should not be done to solve this problem? Faucets and beautiful work sheet, it's just that the jets are closed. Help!
